Blackpool Design Code

The Blackpool Design Code aims to create a step change in the quality of building and spaces across the town, while remaining a concise and strategic document that focuses on local priorities.

 
 
 

In Autumn 2024, Blackpool Council appointed a team of architects, urbanists and designers to develop the Blackpool Design Code to provide guidance on the creation of high-quality places and buildings across the local authority area.

 

New Practice supported the delivery of an engagement and communications programme as part of the development of the Code, which was prepared by an interdisciplinary team led by Maccreanor Lavington.

 
 
 

What is a Design Code?

A Design Code is a document that helps to establish clear requirements on the development of high-quality places, including homes, commercial buildings, public realm spaces, streets and green spaces. It includes specific and detailed information on how architects, developers and planners should go about designing different types of buildings and spaces, including illustrations of the types of features and details that are most appropriate to the local area.


 
 

Our engagement and communication programme was divided into three phases, linked to the three development stages of the Design Code process: covering analysis, visions, and the drafting and sharing of the Blackpool Design Code.

In the first phase, we captured the views of local residents through digital and in-person pop-ups, using surveys and maps as a tool to gather information on perceptions of Blackpool, specific neighbourhoods, and collect local priorities.

This first phase informed vision and objectives for the Blackpool Design Code:

  • People: raise the quality of life for people living, working and visiting Blackpool

  • Blackpool: re-ignite the town through a character-led approach to existing and new buildings and public spaces

  • Planet: Bring sustainability and climate resilience to the fore front of any new development in Blackpool

In the second phase, we built on this foundation by consulting residents on the emerging themes. Through both public and digital engagement, we explored specific building and public realm typologies that the Design Code could help shape, ensuring the proposals were relevant to Blackpool’s needs.

The third phase focused on refining the draft Code. We launched a digital exhibition and hosted two public webinars to introduce the draft, explain how it will guide future development, and gather further feedback. This final round of consultation helped confirm local priorities and ensured the Code reflects both the character of Blackpool and the aspirations of its communities.

Alongside these activities, we ran a public photo competition to spark wider interest in the project and highlight Blackpool through the eyes of its residents. The two winners received photography vouchers, helping to launch their creative careers while celebrating local talent.
